A. Area REGISTRATION OFFICER 2. MANDATE (RRO)
Responsibilities and Duties
A Regional Registration Officer’s roles and duties will include:
Managing the day-to-day operations of the Regional Office; supervising the operations of several NIA district registration offices; leading a team to oversee the Regional Office’s day-to-day operations;
- Ensure the smooth functioning of the NIA offices in the Region and efficiently supervise workers in order to achieve operational targets;
- NIA’s work will be advanced by establishing relationships with local authorities and promoting successful public relations.
- Creating District Offices and assisting NIA in hiring personnel throughout the Region;
- Regional project and program preparation and implementation;
- preparing the Region’s procurement requirements;
- Managing regional priorities and executing strategies to ensure regional activities are of high quality and cost-effective;
- At the regional level, managing all registration and card issuance activities;
- Assuring the highest degree of organizational excellence;
- Taking the lead in providing customer-centric services;
- ensuring that all complaints are reviewed and resolved as soon as possible;
- Creating and sending information on the activities of the Regional and District Offices on a regular basis;
- Examining the output of employees in the Region;
- Organizing and carrying out training programs for all Area workers, including those at the Premium Centers;
- Taking on the role of monitoring registration operations in the Region;
- Coordination of the safe and secure transport of registration equipment, supplies, and personalized ID cards throughout the Region;
- ensuring that all occupational health and safety rules, as well as public service policies and procedures, are followed;
- All technological faults beyond first-level maintenance must be reported immediately, and all defective machines must be transported to the headquarters;
Performing any other duties that the Executive Secretary can delegate from time to time.
Experience and Qualifications
- A master’s degree or equivalent professional qualification in the social sciences, law, business, computer engineering, computer science/information technology, or a related discipline from a recognized university;
- Prior to joining NIA, you must have at least two (2) years of post-qualification job experience integrating policy and organizational leadership.
- A minimum of two (2) months of work experience with NIA; evidence of National Service completion.

Responsibilities and Duties
You will report to the Regional Registration Officer and be responsible for the following responsibilities as Regional Administrative Officer:
- Assisting the Regional Registration Officer with administrative and office management responsibilities;
- Coordination of general administrative services at the regional level, including transportation, inventory management, and procurement;
- Keeping track of the office calendar, scheduling meetings, and filing documents;
- Contributing to the growth of the regional office’s budget and procurement plans;
- Creating administration reports for the company on a weekly, quarterly, and annual basis in his area.
- Providing feedback for the production of effective operating frameworks and manuals to ensure regulatory enforcement and corporate policies/standards;
- ensuring that the region’s registration materials and logistics are used wisely and adequately accounted for;
- Assisting with the preparation, scheduling, and deployment of personnel and supplies for out-of-office registration exercises.
Qualifications and Experience
- A Master’s Degree in the Social Sciences, Law, Computer Engineering, Computer Science/Information Technology or a related discipline from a recognised tertiary institution or equivalent professional qualification is required;
- At least one (1) year post-qualification working experience which combines strategy and operational leadership prior to working with NIA;
- A minimum of three (3) months working experience with NIA;
- Proven completion of National Service.

C. ASSISTANT TECHNICAL SUPPORT OFFICER (ATSO)
Duties and Responsibilities
The Assistant Technical Support Officer under the general guidance of the Regional Registration Officer and District Registration Officer, shall have the following responsibilities:
- Installing and configuring computer hardware, operating systems, licenses and applications;
- Monitoring and maintaining computer systems and networks;
- Troubleshooting system and network problems either in person or remotely, diagnosing and solving hardware or software faults;
- Replacing mobile registration workstation, printer and printer server parts as required;
- Managing multiple cases and requests at one time;
- Setting up new users’ accounts and profiles and dealing with password issues;
- Supporting the roll-out, implementation, testing and evaluation of new technology and applications;
- Assisting with the implementation of technical policy on the online presence, design, integration, content management, maintenance support of websites and intranet;
- Conducting networks and electrical safety checks on computer equipment;
- Providing daily, weekly, monthly and regular reports including procedural documentation and relevant reports;
- Escalating unresolved issues and faults to the Technology and Biometrics Department;
- Capturing onto the enrolment system, the personal information of applicants as recorded on the Registration Application Form;
- Capturing the biometric information such as the fingerprints, irises and pictures of applicants using a Mobile Registration Workstation (MRW);
- Ensuring the accurate capture of data input(s) received from the Assistant Registration Officer(s);
- Managing the printer and print server to ascertain the status of National Identity cards in print;
- Printing and issuing National identity cards to applicants;
- Printing, sorting, shipping and issuance of National ID cards in backlog to designated District Registration offices;
- Assisting in the conduct of training and orientation for the Assistant Technical Enrolment Officers (ATEOs);
- Performing any other duties that would be assigned by the Executive Secretary or the Regional Registration Officer from time to time.
Qualifications and Experience The Applicant must have:
- A minimum qualification of a Bachelor’s Degree in Computer Science, Computer Engineering, Management Information System (MIS) or related discipline from a recognised tertiary institution or equivalent professional qualification;
- At least one (1) year post-qualification relevant working experience which combines basic information technology and computer networking and hardware prior to working with the National Identification Authority
- A minimum of six (6) months working experience with NIA;
- Proven completion of National Service.

D. DISTRICT REGISTRATION OFFICER (DRO) – DISTRICT HEAD
Duties and Responsibilities
The District Registration Officer (DRO) under the general guidance of the Regional Registration Officer, shall be responsible for the following duties:
- Overseeing the operations of the NIA District Office;
- Managing the day-to-day affairs of the District Office;
- Providing efficient and effective management and administration, and upholding NIA’s standards of excellence and service;
- Liaising with the contact persons of institutions and property owners of facilities where NIA offices are located or where registration exercises will be conducted;
- Ensuring the availability of conducive atmosphere for the smooth registration of applicants especially the vulnerable and people with special needs;
- Providing input for the development of the budget and procurement plans of the District;
- Leading the delivery of customer-based services;
- Collaborating with MMDAs to ensure effective implementation of registration exercises in the District;
- Conducting staff appraisals within the District Office as may be required;
- Preparing staff performance reports for presentation to the Regional Registration Officer and Management;
- Preparing and submitting weekly, monthly, quarterly and annual reports of the District Office to the Regional Office;
- Providing inputs for the development of appropriate operational systems and manuals to ensure compliance with statutory regulations and corporate policies/standards;
- Ensuring that complaints from applicants, holders of National ID cards, users of verification services and the general public are promptly investigated and addressed;
- Organising and implementing training programmes for staff in the District;
- Ensuring the adherence by staff to standard operating procedures and instructions issued from time to time by the Authority;
- Ensuring the discipline and welfare of staff in the District;
- Ensuring that logistics assigned to the district office are used judiciously and properly accounted for;
- Facilitating the safe and secure deployment and storage of registration materials and logistics in the district as well as their maintenance;
Performing any other duties that may be assigned by the Executive Secretary.
Experience and Qualifications
- A Master’s Degree in the Social Sciences, Business, Computer Science/Information Technology or related discipline from a recognised University or equivalent professional qualification is required;
- At least two (2) years post qualification working experience which combines strategy and operational leadership prior to working with the National Identification Authority;
- Working experience with the National Identification Authority for at least three (3) months is required;
- National Service has been shown to have been completed.

- You will be responsible for the following duties as an Assistant Administrative Officer:
- Assisting the District Registration Officer in the administration and management of his or her office;
- At the district level, managing general administrative services such as transportation and inventory control;
- Managing the office’s calendar, coordinating meetings, and maintaining records; assisting the District office with general customer service;
- Responding to applicants’ queries about registration conditions, record changes, replacement and renewal exercises, records, and processes;
- Persons vouching for applicants who do not have birth certificates or valid passports are administered oaths.
- Educating applicants and people who vouch for them about the intent of vouching and the legal ramifications of lying under oath during the vouching process;
- ensuring that the district’s enrollment materials and logistics are used wisely and adequately accounted for;
- Supporting the preparation, preparing, and deployment of personnel and materials for out-of-office registration exercises;
- Performing any other duties that the Executive Secretary or his representative can delegate;
Experience and Qualifications

- You will be responsible for the following duties as an Assistant Registration Officer (ARO):
- Assisting the District Registration Officer (DRO) with the setup, management, and closure of a registration center at the end of a registration day;
- Assuring that registration materials and equipment are safely stored at the end of the day’s work;
- Assisting the DRO in informing applicants about registration conditions so that data can be recorded quickly and accurately;
- Following data collection standards and best practices, interviewing applicants and recording relevant personal details on the Registration Application Form;
- Supporting the District Office’s general customer service;
- Administering Challenge Forms to Applicants Who Have Been Challenged;
- Creating and sending regular reports to the DRO on new registrations, record changes, replacements, and renewals;
- On a weekly basis, assisting the District Registration Officer (DRO) in accounting for all facilities, logistics, forms, and materials used;
- Performing other duties as delegated by the Executive Secretary or his representative from time to time;

- assisting the District Registration Officer (DRO) in the regular setup, maintenance, and closing of the District Registration Office;
- capturing the personal details of applicants as registered on the Registration Application Form into the enrolment system;
- Using a Mobile Registration Workstation (MRW), capture biometric information such as fingerprints, irises, and photos of applicants; ensuring accurate capture of data input(s) obtained from Assistant Registration Officer(s);
- Keeping track of the printer and print server to see if National Identity cards are in print;
- Applicants’ national identity cards are printed and issued;
- Notifying the District Registration Officer of any technical issues;
